About HMDA Telangana
Hyderabad’s urban planning entity is known as the “Hyderabad Metropolitan Development Authority” in the state of Telangana. The Metropolitan Region of Hyderabad is administered by the HMDA Telangana. Several bodies merged in order to give birth to HMDA. Those entities are HUDA (Hyderabad Urban Development Authority), Cyberabad Development Authority (CDA), Hyderabad Airport Development Authority (HADA) and also the Buddha Poornima Project Authority (BPPA). HMDA was established in the year 2008 with the aim of coordinating, planning, promoting, supervising and securing the Metropolitan Region of Hyderabad’s proposed development. Its headquarters are situated in the capital city of Telangana, Hyderabad. It monitors the developmental activities of the municipalities, GHMC, local authorities, the Telangana State Transmission Corporation, the Hyderabad Metropolitan Water Supply & Sewage Board and the Telangana State Infrastructure Corporation.
Jurisdiction of the Hyderabad Metropolitan Development Authority
The areas that are under the Hyderabad Metropolitan Development Authority are Hydebarad district, Siddipet district, Medak district, Sangareddy district, Yadadri district, Rangareddy district ( some parts) and Medchal district. It covers 7 districts of Telangana, 1032 villages and 70 Mandals. The Greater Hyderabad Municipal Corporation comprises 12 municipalities and 175 villages. These are all under the jurisdiction of HMDA.
The online portal of HMDA Telangana
HMDA has introduced an online portal recently. You can apply for HMDA LRS and also BRS scheme by logging in to the official website of HMDA. LRS stands for Layout Regularisation Scheme. Register with the help of your mobile number and email id and apply for LRS easily. When the registration is complete, you can also check your LRS status online from the same site.
The processes of e-auction and e-tendering have been launched by the Hyderabad Metropolitan Development Authority. The Municipal Administration and Urban Development’s Minister, K.T. Rama Rao has released the brochures for the auction of the stray plots in front of T. Chiranjeevulu, the HMDA Commissioner and Arvind Kumar as the Chief Secretary. In the first phase of the e-auction, 229 plots in total from several layouts with the total area of 1.16 lakh sq. Yards will be up for auction. These are all HMDA approved layouts. The plots are situated in the areas like Dulapally, Bhuvanagiri, Attapur, Jalpally, Shaikhpet, Tellapur, Mankhal, Bachupalli, Saroornagar, Nandagiri Hills, Ameenpur, Gopanpally, Mamidipalli and many others. Those who are unwilling to take part in the plot auction are allowed to file e-tender, mentioning the price of the desired plot. One can obtain the e-tender document directly from the official website launched by the Hyderabad Metropolitan Development Authority through HDMA login.
HMDA LRS
Applicants to e-auction and e-tender have to pay Rs 10,000 during registration as well as the EMD (Earned Money Deposit) stated for a particular plot. At the time of the auction, a participant has to quote minimum Rs 100 more as opposed to the optional value quoted by HMDA. The optional value is generally 1.5- 3.5 times of the value of the registration which is lower than the rate at which the plot is available in the offline market. If the response made by just one bidder, the auction will cancel by HMDA and bid for the respective plot will start freshly. After winning any bid, the candidates, need to pay the total price’s 25% within the first week and the remaining amount can be paid before the completion of 60 days.
According to Mr Chiranjeevulu, the authority is expecting in order to earn an amount of Rs 1000 crore in 6 months through its auctions.

Hyderabad Habitat Centre in Khanamet
HMDA is planning in order to work on Hyderabad habitat Centre or HHC in their lands at Khanamet on Public-private partnership funding. Science City Project at Budvel
In HMDA approved layouts at Budvel, HMDA plans in order to build a Science City on the advanced Public-private Partnership mode.
