In this programme, the financial support was provided worth 1,100 USD in plain areas of the country and 1,200 USD in the terrain areas to build houses. These houses have basic amenities such as LPG connection, power connection, toilet and drinking water facility. The homes can either be allotted in the name of women or in the mutual ownership between the spouses. The building of the houses is the only requirement of the beneficiary. There will not be any kind of involvement by contractors. Sanitary toilets and smoke free chullah will be assembled with the house allotted and for this financial assistance will be supplied additionally by Rajiv Gandhi Grameen Vidyutikaran Yojana and Total Sanitation Campaign respectively. The scheme offers financial assistance o the individuals in rural areas to build their houses by their own.

Indira Awaas Yojana (IAY) was launched in 1985 and remains the component of the Rural Landless Employment Guarantee Programme (RLEGP) and afterward included with Jawahar Rozgar Yojana (JRY) in 1989 and started to execute independently since 1996. The scheme then further make advancements by providing assistance to the widows, defense personnel, ex-servicemen and retired members of the paramilitary forces who want to be in rural areas for the time they obtain basic eligibility standards.
Since India is a populous and poor country, the necessity of proper housing for the refugees and villagers persisted to be focussed for Government’s Welfare Schemes since independence. As a result, several welfare schemes are going on since 1950 like Housing Scheme. A fund was also created in 1983 for building homes for Scheduled Castes (SCs) and Scheduled Tribes (STs) under the RLEGP i.e. Rural Landless Employment Guarantee Programme. This further gave rise to IAY in the year 1985-86.
